The road to credential transparency and portability starts with designing a ubiquitous flexible solution and depends greatly on the endorsement of real-life users. If the needs and expectations of any of the 3 key players, i.e. Higher Education Institutions, credential holders, and employers, are not met, the proposed solution is effectively useless.

We must, therefore, observe these needs and expectations and connect supply and demand intelligently, using a common language. The project partners, who developed the technology behind the ECCOE-System, tackle this challenge by building on existing solutions and the outcomes of the quality criteria for credential description task force.
